Executive Summary
Between April and June 2024, I undertook an extensive study to understand the impacts of large-scale renewable and low-carbon energy projects on regional communities. This research aimed to draw insights from regions that have already experienced significant energy transitions, focusing on the socioeconomic, environmental, and policy implications.
The project saw me travel to California, Texas, Scotland, England, the Netherlands, and Spain. These places were chosen for their diverse approaches to renewable and low-carbon energy, but shared progress towards the establishment of these industries at scale, especially in the regional parts of their jurisdictions.
Key Findings
- Community engagement: Early and meaningful engagement with communities can mitigate opposition and facilitate smoother project implementation. Engaging communities from the planning stage can save time and costs in the long run.
- Economic drivers: Economic incentives and disincentives play a critical role in driving decarbonisation. Both industry and communities expect that energy projects will deliver them clear economic benefits.
- Policy stability: Stable and consistent regulatory and policy environments are essential for attracting long-term investments in renewable energy. Uncertainty deters investment and slows the transition process.
- Environmental and social balance: Striking a balance between rapid decarbonisation, environmental protection, and community benefits is challenging. The transition needs to be managed to ensure that it is both environmentally sustainable and socially equitable and, somehow, rapid.
- Workforce transition: Transitioning the workforce from traditional fossil fuel industries to new energy sectors is complex and requires careful planning. Not all jobs in the energy sector are equal, and the workforce required for some emerging sectors is still being defined.
- Think local: The impacts of renewable energy projects vary significantly between regions transitioning from fossil fuels and those newly developing low-carbon energy resources. Tailored approaches are necessary to address the unique challenges of each region.
Recommendations for Australia
- Community engagement: Foster early and meaningful engagement with communities to build trust and gain social licence for projects. Provide support structures that can assist smaller communities, or those with less capacity, to engage on an equal footing and share more equitably in any benefits.
- Economic incentives: Design a mix of incentives and penalties to drive decarbonisation efforts. Clear guidelines for community benefit schemes can ensure that the economic benefits of renewable energy projects are equitably distributed and engender greater social acceptance.
- Policy consistency: Maintain stable and predictable policies to encourage long-term investments in renewable energy. Transparent and consistent regulatory frameworks can also help manage community expectations and industry planning.
- Planning frameworks: Develop statutory planning frameworks that protect sensitive areas while providing clear guidance for project development. Consider social impacts in the approvals process and encourage regional cooperation to achieve better outcomes.
- The narrative: Elevate the public conversation around the energy transition. Highlight its importance for climate change mitigation, economic growth, and social equity, without shying away from challenges and risks.
This research underscores the interconnectedness of economic, social, and environmental factors in the energy transition. While there are numerous challenges, there are also significant opportunities for regions and communities to benefit from the shift to renewable and low-carbon energy. By learning from global examples and tailoring approaches to local contexts, Australia can navigate its energy transition effectively and equitably.
